Without evaluation capabilities, approval decisions rest on incomplete information. The governance committee approves tools based on vendor presentations, not empirical evidence. Training taught employees to seek approval. The approval process itself lacks the depth to make informed decisions.

Regulators and auditors do not accept training completion records as evidence of AI governance. They want proof: documented evaluations, continuous monitoring records, incident response logs, and demonstrable compliance with applicable standards.
Certification produces this proof. It generates audit-ready evidence that an organization evaluated its AI systems against defined standards, monitored their behavior continuously, and responded to deviations according to established protocols.
Without certification capabilities, organizations cannot demonstrate compliance even when they are compliant. The governance program exists in policy documents and training records. It produces no operational evidence that auditors can verify.
As regulations mature globally, from the EU AI Act to sector-specific requirements in financial services, healthcare, and insurance, the burden of proof shifts to the deployer. Training records alone will not satisfy these requirements. Regulators expect operational evidence of ongoing governance, not annual awareness campaigns.
