What to look for: Someone who combines technical literacy with organizational influence. They need to understand how models work well enough to evaluate risk, but their primary skill is building consensus across engineering, legal, compliance, and business leadership. The best governance leads are translators who convert technical complexity into business language and regulatory requirements into engineering specifications.
2. AI Ethics and Policy Specialist
This person develops the ethical frameworks and policy documents that define acceptable AI behavior. They conduct fairness assessments, define bias thresholds, evaluate use cases for ethical risk, and maintain the policy library.
What to look for: A background in AI ethics, technology policy, or responsible AI. The critical differentiator is the ability to write enforceable policies, not aspirational principles. "We are committed to fairness" is a principle. "All credit scoring models must achieve demographic parity within a 5% threshold across protected classes, measured quarterly" is a policy.
3. Technical Evaluator
The technical evaluator designs and executes testing protocols that determine whether AI systems meet governance requirements before deployment and on an ongoing basis. They build evaluation suites, define performance benchmarks, run red-team exercises, and validate that models behave according to policy.
What to look for: An ML engineer or data scientist with strong evaluation methodology experience. They should understand statistical testing, adversarial probing, and the gap between laboratory performance and production behavior. This role bridges what engineering builds and what governance requires.
4. Compliance Liaison
This person maps regulatory requirements to internal governance controls. They track evolving regulations, translate legal obligations into technical and procedural requirements, manage audit preparation, and maintain the evidence trail that demonstrates compliance.
What to look for: Regulatory or compliance background with genuine interest in AI. The ideal candidate has worked in a regulated industry and understands how to operationalize regulatory language. They work closely with legal counsel but focus on implementation, not interpretation.
5. Domain Expert Representatives
These are not full-time governance hires. They are subject matter experts from business units that deploy AI: lending officers, claims adjusters, clinicians, customer service leaders. Their role is to bring domain context into governance decisions.
A governance team composed entirely of governance professionals will write policies that look reasonable on paper but break down in practice. The lending officer knows which fairness metrics matter for credit decisions. The clinician knows which error modes carry patient safety risk. Without their input, governance operates in a vacuum.
Most organizations use a rotating AI governance committee model. Domain experts join governance review sessions for AI systems in their areas, participate in pre-deployment reviews, and validate that governance requirements are operationally feasible. Allocate 10-15% of their time to governance activities, formalized in their objectives.
Where Should AI Governance Report?
The AI governance organizational structure, specifically where the team reports, is one of the most consequential decisions in enterprise AI. Four models dominate.
Reporting to the CTO. Keeps governance close to engineering, accelerating feedback loops. The risk: governance becomes subordinate to shipping velocity. Under deadline pressure, governance is the first thing compressed.
Reporting to the Chief Legal Officer. Ensures strong regulatory alignment. The risk: over-rotation toward risk avoidance that blocks legitimate AI use cases. Engineering teams begin treating governance as an obstacle rather than a partner.
Reporting to the CISO. Integrates AI governance with existing security frameworks. The risk: security-centric governance overemphasizes threat modeling while underweighting fairness, transparency, and performance monitoring. AI governance is broader than AI security.
Independent committee with board-level reporting. Provides governance with organizational independence to challenge any function. The risk: isolation from operational realities.
Our recommendation: For most enterprises, an independent governance function with dotted-line relationships to both the CTO and Chief Risk Officer is the strongest model. The governance lead reports to the CEO or an executive committee, ensuring authority to enforce standards across the organization while maintaining embedded relationships with engineering and legal.
The worst model, by a wide margin, is no formal reporting line at all. That is the default in most enterprises today, and it is the primary reason governance fails.
Cross-Functional Collaboration Models
Governance is inherently cross-functional. The question is how to structure collaboration so it produces results without bureaucratic gridlock.
Embedded partners. Assign governance team members to major AI programs, similar to how security engineers embed with product teams. The technical evaluator works alongside ML engineers during development. The compliance liaison sits in on architecture reviews. Governance becomes a participant in development rather than a gate at the end.
Governance review board. A formal board that convenes for pre-deployment approvals and periodic reviews of production systems. Keep it lean: five to seven members. The governance lead, relevant domain experts, the technical evaluator, and rotating representatives from legal and engineering. Larger boards slow decisions without improving quality.
Policy working groups. Time-limited groups convened to develop or update specific governance policies. They produce a draft, the governance lead approves it, and the review board ratifies it. Working groups disband after the policy is finalized, preventing standing committees from accumulating.
The key principle: governance must move at the speed of AI development. Weekly stand-ups, asynchronous review channels, and clear SLAs for governance decisions (48-hour turnaround on standard reviews, 5-day turnaround on complex risk assessments) keep the function responsive.
Getting Executive Buy-In and Budget
AI governance teams compete for budget against revenue-generating initiatives. The pitch that works is not about risk avoidance alone.
Frame governance as a deployment accelerator. Without governance, every AI deployment requires ad hoc risk review, legal consultation, and executive sign-off. Each deployment takes months. A governance function establishes standardized review processes and clear criteria for what requires elevated scrutiny. Routine deployments move faster because the framework provides clarity.
Quantify the cost of the current approach. Calculate the hours that engineers, lawyers, and compliance staff currently spend on governance-related activities in an uncoordinated fashion. In most enterprises, this total exceeds the cost of a small dedicated team. The current model is not free; it is just hidden across departmental budgets.
Reference regulatory exposure. The EU AI Act authorizes fines up to 35 million euros or 7% of global turnover. For regulated industries, the question is not whether governance is worth the investment but whether the organization can afford the exposure without it.
Start small and demonstrate value. Request budget for two to three dedicated AI governance roles, not a ten-person team. Deliver measurable results within the first two quarters: a complete AI system inventory, a standardized risk assessment framework, a pre-deployment review process that reduces time-to-approval. Use those results to justify expansion.
Find an executive champion. A chief AI officer, CRO, or CTO who has personally experienced an AI incident can be the most effective sponsor. Identify the executive who has the most to lose from an AI failure and build your case around their concerns.
Scaling the Team as AI Deployments Grow
A governance team that works for ten AI systems will not work for a hundred. Scaling governance linearly with AI deployment count is financially impossible, but with the right processes it is also unnecessary.
Tiered review processes. Establish risk tiers: low-risk systems (internal productivity tools, non-customer-facing analytics) get a lightweight self-assessment. Medium-risk systems (customer-facing applications, systems that influence business decisions) require a standard governance review. High-risk systems (autonomous decision-making, regulated use cases) require full review board assessment. Most organizations find that 70-80% of their AI systems fall into the low or medium tier.
Self-service governance tooling. Build templates, checklists, and assessment frameworks that engineering teams can complete independently for low-risk deployments. The governance team reviews submissions rather than conducting assessments from scratch.
Governance-as-code. Encode governance requirements into automated checks that run as part of the deployment pipeline. Bias thresholds, performance benchmarks, and policy compliance checks all run programmatically. Manual review is reserved for edge cases and high-risk deployments.
Common Pitfalls
Making governance too bureaucratic. Requiring a six-week review for every AI deployment, regardless of risk, is the fastest way to lose engineering support. Engineers will route around burdensome processes by deploying systems without disclosure. Governance must be proportional to risk.
Understaffing the function. Assigning one person to govern an organization's entire AI portfolio is a setup for burnout and failure. Two to three dedicated staff is the minimum viable team for an enterprise with active AI deployments.
Isolating governance from engineering. A governance team that reviews AI systems only at the end of development will consistently find problems that are expensive to fix. Early involvement prevents costly rework and builds trust between governance and engineering.
AI governance hiring for compliance only. A team staffed entirely with compliance professionals will produce compliant systems that do not work well. A team of only engineers will produce performant systems that violate regulations. The team needs both perspectives, plus ethical and domain expertise.
